The El Carrillo project has been recognized by both National Association of Housing and Redevelopment Officials and California Redevelopment Association as an exemplary development for the homeless. The Housing Authority of the City of Santa Barbara invited Frank Thompson to assist with the financing plan, obtaining needed loans, the allocation and sale of the tax credits, and loan closings. The large team assembled by the Housing Authority completed a high quality environment that has been enhanced each year with management and service provisions. Upon competion, the El Carrillo was immediately fully leased with a long waiting list. The development serves the lowest income and indigent formerly homeless directly from the street and from shelters and transitional housing in Santa Barbara. The project provides first-step permanent housing for the disabled and very low income, and now benefits from Section 8 Project Based Vouchers to increase its affordability.
